Are these 2700K or 3000K? Not in specs or photos.

Soft white version is 2700K, daylight version is 5000K. Would indeed be nice if they were clearer about this.

Can this bulb be used in an outdoor covered fixture on the house?

Yes. However, if the fixture is completely enclosed with no ventilation, you may experience a shorter bulb life. LEDs need ventilation so that the components don't get too hot and damage themselves. It is safe to use, though
