does the screen turn blue or static noise/snow when there is no signal?

In my experience it displays a box that says No Signal and then it goes into a low power mode. It's ideal for my setup.

Does this monitor have to be charged or does it run off of battery?

You have to by a battery and a battery adapter seperate, other wise it has to be plugged into an outlet

What battery adapter and battery can I purchase to run this when I am not near a plug?

It isn't set up to take a battery directly. The DC power input is via a coaxial power plug, and the unit runs on 12V DC. A diagram with the polarity is printed on the device, next to the power input.

Will it likely plug and play without needing to install drivers on Windows 7?

The monitor does not need Windows drivers but it has only composite video and HDMI inputs. So your PC will need a HDMI output which all late model Laptops and desktops do have.
