Box comes with solution and papers only. You will need to have rods and cotton. Papers are the smaller ones, so if you like the larger paper ones you will need to purchase.

How strong is the smell? Is it ammonia based?

Smell is not as strong as most perms. Yes, it is ammonia based.

Can I use this to curl my ends for loose, romantic curls or is this for tight curls?

I've never used a perm on just my ends. But for a loose curl, you will use a large rod. The smaller rods are for tighter curls.
