Neither side is tacky-instead, you melt the shiny side of the paper to the fabric, and peel the paper off afterwards, leaving the residue on the fabric to fuse to second fabric. In response to your later comment, it is recommended to wash something fused with heat'n'bond in warm water on a gentle cycle. I apologize for the late response.

Is it suitable for holding a 3" diameter embroidered patch onto a pique polo shirt? I'd expect frequent washing.

If you are going to wash the shirt frequently, the patch should be stitched down.

Is the final result no paper? just adhesive on fabric ironed on to another fabric??

You iron it on the wrong side of fabric, then you peel the paper and press to another fabric. Be careful to not use high heat or iron too long for successful results.
