My first time buying outlets, if I get these will I need to know anything about the ones I'm replacing or are these sort-of universal?

Standard home outlets are 15AMP, the only time you’d really need a 20AMP outlet is if your home is equipped to handle heavy duty construction equipment. Best way to confirm if your home can handle a 20 AMP fuse is to check your circuit breaker and it should say it on there.

Can i use this plug for my water heater in outdoor ?

I don't think so. Most hot water heaters run on 240V-30A. These outlets are not designed to carry that much current.
