Will one of these hold a knife to a wall ?

Depends on how heavy the knife is I use them in my van to hang things from the ceiling they work fine for that

Could these be used to hold a wood valance to a painted steel mini blind header?

Yes, I purchased these for that same reason. The ones that came with my own were not strong enough. I used 3 on a 60in window.

How to install on plastic boat

Certainly won’t adhere to plastic. Maybe you could epoxy steel plates around the boat. These magnets are pretty strong and would adhere to the plates.
