Are these rough or smooth?

the cutting side (top) is rough the bottom is smooth

For the purpose for which I intend to use it, I need to have the smooth side face up. Is it possible to remove the little feet?

Yes, after a long period of use they tend to just come lose by themselves so I am sure you can take a sharp putty knife and get them off. You will need something like "Goof Off" to clean the sticky residue left behind.
