Can these be used over a pair of outdoor fleece gloves in order to provide traction and grip with the palms?

I would think no. The finger holes are supposed to be snug. I think you'd be better off with gloves that are nonfleece but able to grip, like weightlifting gloves, "mechanics gloves" (Home Depot) or something like driving gloves.

If my hand is 4.25 what size should I buy? S or M?

4.25 because it will allow extra fold underneath your fingers
