Q: when used on a flat surface what is the thickest material it will clamp?

With the clamp's base screwed to the same plane as whatever youre clamping it will only accommodate 3/4" to 1" material. I typically use riser blocks and srew down to those then fine tune with the threaded adjustment.

Q: Can the bolt easily be replaced with a longer bolt to extend to a deeper holding surface?

You could replace the bolt with a longer one but the rubber end is melted (permanently attached) to the provided bolt. If you got a longer bolt you would want to have something similar to add to the end. If you didn't get the same size you would also need to replace the nuts.

Q: In the locked position, is the plunger low enough (relative to the toggle clamp mounting surface) to hold a 3/4 inch board in place?

The center of the plunger is 1" -- insufficient to hold 3/4" material. I'd recommend using a piece of 3/4" material below your 3/4" board to hold it at the proper height. Hope this helps.
