T was designed for mounting in a vehicle or perhaps a house. NOT in the elements. Look at HT radios (HT = Hand Talkie = walkie talkie) On YouTube, look for the NotARubicon channel. He has recently reviewed a few waterproof units And he reviewed his favorite high-end unit that is not rated waterproof. - but he submerged it in a toilet for 15 minutes and it worked.

Does this support the sub-channels/privacy codes used on the Garmin Rino's?

This radio supports DCS (digitally coded squelch) and CTCSS (Continuous Tone Coded Squelch System), which may be known by different names by different radio vendors. As in your question, they are sometimes known as "sub-channels" or "privacy codes" although these are often just other names for coded squelch systems. Unless Garmin uses a proprietary system, which I doubt, they are most likely using one or the other of the DCS or CTCSS systems. You'll need to look up the particular code references for their radios, but they should be compatible with the DCS or CTCSS systems of the DB20-G.

Im connecting to a switch panel what size fuse should i have, how many amps does it draw?

Looks like about 6 amps at most without retuning. I would go with 10 amp fuse both plus and minus sides of power and ground sides to be safe.
