Can this be used on the base and plugged in permanently?

The base only to dry out the beads, it will automatically shut off when the heating process is over. But it is okay to fix the reusable dehumidifier so that it will not roll or be knocked over.

I’m trying to reduce the moisture on the inside of my windows in my car. Would putting this in my car overnight solve my issue?

It should. I've used it in my car to good results and i live in a very rainy and humid area.
