Do I need a charger for this too?

This battery can only be charged by certain Makita Chargers. (DC18RC,DC18SE,DC18SF,DC18RD) There are numerous incorrect answers in the question section. Makita does not state this in their advertising but when you receive the battery the packaging on the rear in the smallest font possible provides this information. I had to get a magnifying glass to read it.

Promoted as same weight as 3.0ah, but shipping wgt is 3.0lb vs. 1.3 for the 3.0ah 2-pack. What is the actual weight of the 1830 and the 1860 battery?

Owning 1830, 1840, 1850, and 1860 Makita batteries, I can confirm the weight "is the same". Also, the physical dimensions are the same. I think the 1830 battery weight is actually ~605g, the 1840 is ~610g, the 1850 is ~615g, and the 1860 is ~615g - I think they market them as "the same" which is technically pretty accurate.

Will this battery give more torque to my Makita xwt02z impact wrench? It did not fasten to rated 210 ft lbs..

Using this battery would have no effect on torque unless the previous battery was providing less than 18V. Perhaps the bolt exceeded the wrench capacity. My guess is you wanted the larger 750 lb ft Makita 1/2" impact wrench for use on your tractor or something.
