Q: Will this fit a victorinox divers watch?

If it's a 22mm in size then yes.. to find the exact size take it to your local jeweler or the any Watch place at the mall.. they'll be able to tell you what strap size is needed to fit your Watch

Q: Has anyone used this to replace a Victornix rubber watch band?

I have not replaced a band on a Victornix, but on a Helix. I had to modify the width of the band where it connects with the watch though. It worked!

Q: Are instructions provided on how to perform the replacement?

I don't remember if there were instructions or not. Didn't really look for them because the watch band replaced like any other watch band that you would buy. The spare pins that at spring loaded for either end are included with the band, even though we just used the pins that were on the current watch band.

Q: Will the straps work for a fossil gen 2 smartwatch?

What is the lug Width of fossil gen 2 smartwatch ? if 22mm, i think it should be OK.
