How many cleanings/oilings will this kit do?

I use it for a KX250F and a CRF450R filter and able to clean and oil both 4 or 5 times. Depends how generous I am.

How do you get rid of the lingering smell ?

for the cleaner, you're supposed to wash with soap and water after using it, that will eliminate most of the smell. the filter spray (sticky/blue) shouldn't have a smell.

Will work on a harley?

This is for cleanable air filters. It's a air filter cleaner and oil. So if you have a K&N type cleanable air filter it will work.
