Yes and yes. The gap between all slats is slightly bigger than 3 inches. The middle gap is larger 6 inches. Regardless holds bed and my fat ass up.

How many inches are there from the floor to the bottom of the side rail? (i.e., What height of a drawer can I put underneath the bed?)

There is a 6.9" spacing of clearance under the bed frame.

How many inches of space between the slats?

The previous responder is utterly wrong. The space is approximately 3" between each slat, except for one larger whole in the middle that is about 5". It is nowhere near 4 and definitely not 4.7".
