Will small loose leaf go through the strainer?

The openings are so tiny,i haven't had any experience of loose leaf getting out. I've even used ground green tea leaves and they stay inside the strainer.

Plastic coating over round part of infuser, no plastic on bottom. nothing comes around the side, only the bottom?

It is a metal basket the fits under the rubber rim. It comes apart for cleaning. So handle is rubber, tea infuser basket is metal.

Is this infuser safe for powdered tea?

If powdered tea is meant to dissolve in water, then no. However, I think the powdered tea would seep through the tiny holes of this infuser.
