Is this a warm white light or daylight?

It’s more of a daylight at its brightest setting but can be dimmed to more of a warm light.

When I plug this into my storage space under my stairs, it comes on and off every few seconds. What am I doing wrong?

Not sure. It should only come on at a certain darkness level and go off when it senses light. You can manually turn it off during the daytime and then back on at night.
