I've used this tool to tighten the smallest zip ties. I believe the answer to your second question is no. I prefer this tool to one I have that sets a spring tension.

Will this work on 1/8 inch diameter fuel connections on a boat?

I'm not really sure what you mean by 1/8" connections on a boat. This is a nylon bander. It will not work with metal bands if that's what you're referring to.

Will these work with large hvac pull ties?
