What are the plastic tubes for please?

The reverse side if the silae panel has foam with 4 slots in. Each if the tubed fits into one slit each. This allows the solar disc to float on the water. Ther are in effect the floating mechanism.

Is this heavy enough not to topple over in bad weather or if was knocked by a pet?

Not really. It is plastic so quite light. What I have done is buy tent pegs through Amazon and pinned the base into my lawn. Works a treat.

Do i cut the tubes down fit better in the bowl as very unsightly

You can I suppose, I left mine as delivered and the solar centre floats around. I guess if you cut the tubes too short water can enter the tubes and they could sink. This would defeat the purpose.
