How do you use them? Whole, crushed? Thanks.

Personally, I’ve been tearing them open to release the seeds and then tearing the skins into pieces. They aren’t dry enough to be very brittle so it’s more tearing them than crushing.

Can these be reconstituted by soaking?

Yes they needto be used in a moist recipe. I don't usually soak them but rather at them to a pot of hot liquid. I don't think sosaking them will come close to being like fresh peppers if that is what you mean by reconstituting.
