Is the total of 1,000 include both the keep portion and the submit portion of the ticket? meaning, there are really 500 tickets that can be sold?

The ticket/keep coupon is considered ONE ticket. There are 1,000. However you usually have to waste 2 or 3 because they stick the first one to the roll with sticky substance you can't remove.

Great price. I purchase these every year for our fisheree. I get the cards with 10 tickets on it. There's 2 extra stubs on it. One I keep to call the raffle number and if the person won't be there for the raffle i give them the second one, I have the person write their name and phone number on it and I keep those in a separate bucket and call them if they win. Works out great
