How much power does this supply? very basic spec that is missing.5volta @___amps 12volts @____amps.

The device is not UL certified, and as such, doesn't have output ratings. If I could attach a picture of the back of the device I would, but it just says "Output: 5V/9V/12V". One of the reviews on here says the output is rated at 12V @ 2A, so I'd assume 5V is at least 4A. Based on the 802.3at Type 2 standard (https://en.wikipedia.org/wiki/Power_over_Ethernet) being 25.5 watts and a 10-25% power loss... 25.5 watt / 5 volts * .8 (20% loss) = 4 amps. Does this include 2 or one injector? One to put the voltage in the line and the other to take it out?

This unit takes the 48 volts from a POE switch and converts the 48 volts down to 5 volts (there are two other voltages you can select) for the camera. There is no injector. If you don't have a POE switch, this will not work for you.

does the splitter have to be plugged into to something other than the camera for it to generate the power?

No. That is the advantage of the splitter. Power travels up the ethernet cable from the switch to the splitter to power the camera. The camera does not need to be anywhere near a power source. There is one drawback that is not mentioned. Just because you can get the power to the camera does not mean the camera is capable of sending the data signal down a very long cable without signal reduction.

will this handle a dlink camera that requires 2.5a?

I have a foscam camera that needs 2.5a and it has worked great for that. just make sure that you are using the appropriate active injector.
