Q: Can you touch this paint with bare hands?

i would say yes,i used it on my truck about 2 years ago.most of it ran down my arm,i didn't see any effect from it except i waisted $30.00

Q: How is this for weldig ? Can you actually weld trough the paint or will it need to be removed to weld parts together?
