Do the string lights attach to the top or bottom of the plug? Connection at the top means the plug doesn’t fit in the outdoor socket box.

The connection is at the bottom. However unless you have a very large socket box it won't fit there and allow the cover to close. I decided to purchase an outdoor extension box, put a 4 way gang plug in it and connect my lights to that. The out door socket is used and not compromised.

Will these lights remember the last setting when power turned off completely. For example want them steady on.

Yes they stay on the setting which you set them on

Do you need light have memory function and I am getting fed up my lights those people say in the list I have memory function and they don’t

Memory function? If you mean they remain on the same flash setting after turn off then on again next day, yes they keep flashing the same as the previous setting. I mostly keep mine on no flash so I do not irritate the neighbours with lots of flashing, but one time I set to flash, turn off during the night and they stayed on flash the next day
