Q: Do I need the special printer or can i just cut it and iron the vinyl on?

The Vinyl can be cut with scissors. I am not sure how it will turn out but you can cut it without a machine.

I do not think it’s a printable vinyl, I just cut it and iron it to the shirt

Q: Is the back item clear(black) or white? I do not want this if it is white!

I don't understand your question. The color vinyl is black and the carrier that it is on is clear.
