Yes it is a little shade blue but not much different from the picture.

What is the material? Is it silk?

Not real silk, no. But its not noticeably different. Looks and feels vrry silky, but i found it thicker so the knot was pretty awesome

What is the packaging like?

If I recall correctly, mine was in a cellophane package. It had the typical fold marks when first opened.
