Hi,you are very professional.this solar charger have a charge controller on board to prevent backflow of current when sun is not present.

This can power the Wyze Cam V3?

i dont think it will do o on its own or direclty, you will need to first charger batteries and then charge your V3

Does the panel have a diode or rectifier to prevent draining power at night?

I suspect it must because since installation it has kept my Eufy Cam Pro at 100% charge despite some weeks of cloudy grey days.

Is this okay to keep outside? Do I have to worry sound damage from the rain if I cover the plug?

I have mine mounted on the front of my house connected to my wireless home security camera. This way I don’t have to take it down to charge it. Seems to be working good with no issues.
