Can i use an oil based stain on the wood before i apply the lacquer?

1- Only of the Oil based Stain is completely dry, 
2- When apply the lacquer Spray it first coat very  thin,  to increase density slowly in the next applications ,  If you don't  the surface will have the appearance of Orange peal or whores,

How long for 7 coats to fully cure?

I used about 15-20 light mist coats of this to clear coat a guitar body and cure time was very fast. I'm sorry I can't remember how long it took but it was quick, sprayed very smooth and non-yellowing, very good for my needs, solid finish with no checking.

How is it different from this sku 037125010132 (category wood stain)?  the sku values are different by a value of one (1).

I am not familiar with that SKU number, but if it is a "stain", you would get very little protection for the wood surface. If you are looking for a product that will darken the wood, apply a stain, then you would have to coat over it with a protective "clear" coating like the Clear Wood Finish. In other words, apply a stain if you are trying to get the look of a darker wood; when you are satisfied with the shade of darkness, THEN apply the Deft Clear Wood Finish. Be aware that this product has the word "Interior" on the label, which simply means that you should not apply it to any item that would be subject to the weather (rain, snow or dampness)

Is this the same product as def wood touch-up / repair / restoration gloss lacquer (product number dft310s) or are they different in some way?

No those two products are not the same. The other "wood touch-up and repair" product is a new low VOC replacement version for certain markets, and is not a true lacquer. The "Deft Interior Clear Wood Finish Gloss Lacquer" in this Amazon product listing is a tried and true (and widely loved) topcoat for both new and restoration projects; the new low VOC version seems to be a less-capable product designed for use only over existing finishes. If it is available in your market I'd definitely go with the true lacquer version, not the "touch-up and repair" stuff (just be mindful of the increased VOCs).
