Yes each Neon wire comes with a battery pack.

Can they be cut to fit - can they be attached end to end in color pattern (blue-white-blue) is the an automotive 12vdc adaptor plug available?

Yes, they can be cut to fit. These el wires only have one connector at one end that connect to the controller. They come with 3v battery pack controller. 3V battery pack does not support 12VDC adapter.

What are the dimensions of the controller/battery holder?

1 inch by 3 1/2 inches (to hold 2 AA batteries & wiring) and about 1/2 inch thick. Not too hard to hide if needed.

Is the tone that is heard when it is on put there for a specific reason? Had a set with no sound. New set has it. Description mentions sound
