It is waterproof when closed (or at least water resistant, I don't know how deep I would put it in water). The flashlight works then, but not the lighter. The top has to be open for the lighter. It will still light when wet, but it is not waterproof, the electronics are exposed.

I'm not sure about the exact lumen count, however this flashlight has a strong beam. It has not failed me. I have had to use it multiple times, and it has a high/ low beam mode that comes in handy. Great productforthe money. If the beam was adjustable, I would compare it to a MAG Lite

No. it comes with a lighter and a short charging cable. Also in the package is a flint and steel that work really well. Much better than expected.

Purely battery powered. Charges via micro USB. Works like electrodes in a furnace arc'ing across, nothing to do with gas or flame.
