Im the same. I got it in 3xl, and its perfect. Pretty snug at the waist, but that keeps the cold air out. For the money, its hard to beat.

Q: Is the coat quilted or fleece?

Fleece inside, nylon outside. Its great!

Q: How waterproof is this jacket?

It seems waterproof. Runs small. I would not get this one again as it is uncomfortable putting on as it seems to always bunch up my shirt and fits small.
