I want to use this primer on hdpe film and then apply a bead of silicone or other sealant. will the sealant adhere or is the primer only for tape?

This promoter is for double sided tape to increase the initial bonding, specially for Acrylic double sided tape.

can this be used with scotch tape ?

Yes it can. Apply to the sticky side of the tape and let dry. After it is dry, it should be good to use the tape.
