I do believe I can answer this question having worked in the plastic industry most of my life. The filter media itself is made of woven polyester which is a synthetic man-made material. The blue ends on the canister are also plastic and there is a rubbery-plastic washer attached to the blue cap on each end. Some states and countries require plastics to be labeled as potential carcinogens if they are made from certain materials, especially if humans might come in contact with or ingest the product. In this case your water passes through this filter and you may consume the water or bathe in it. It looks like this manufacturer took the simple way out of what could have been more wordy labelling a simply stuck a sticker on it that says cancer. I still had one in the wrapper so I knew exactly what you read. I never noticed this before as it is just a common way of labeling plastics. I hope this answers your question.
