Does it have a charger

No it doesn't have a charger and doesn't have an electrical cooling system, it is good quality but a bit to expensive for a simple day cool bag, it's only good for a day trip or festival nothing more

Not really, it compresses a bit but not completely flat due to lining inside. Also as a random aside, the straps are really weak, broke on my first use. It's decent as a big cool bag, but don't rely on it as a backpack.

Can this keep hot food warm?

Yes but best to also wrap the hot foods in a towel as direct hear will damage the thin plastic lining
