what are these made of? the pictures almost make it look like some sort of plastic?

Each assembled Rackstud is composed of 3 pieces (the stud or post, the washer, and the nut). All 3 pieces are plastic or nylon of some kind. They're definitely not for mounting heavy equipment (I think the limit is 44 pounds), but for lighter gear such as switches, routers, even lightweight 1u servers they've been sufficient for me and *much* easier to deal with than cage nuts. The only trick is to make sure you get the right Rackstud variant (light blue, dark blue, or red) based on the thickness of your rack's vertical rails.

Would a Dell or Compaq rack be more likely to use the blue or other version of rackstuds?

Sorry, that is a hard one. Rail thickness varies between racks even between the same brand depending on the racks purpose. Open frames and seismic racks tend to have thicker rails needing the 'blues'. If in doubt, get one of the RSL4C sample packs that contain both colors to try but the blue 2.7mm version is also a safe bet as it will still work with rails on the thinner side.
