Are the white nylon pads supposed to be kept on or removed

You are supposed to keep them on to avoid scratching whatever you're holding. They are also replaceable in case they get too damaged.

Can you use these for wristlet keychain hardware?

Price is reasonable considering they are very sturdy, pads are larger than any other I’ve had. i find i can actually open jump rings with these so definitely no marks. In fact i bought a 2nd pair.
