Q: Are these original polaris oem parts in polaris packaging, or not?

The bag they came in does not say they are original parts, only replacements. I'm thinking not, as the one I put on is already worn out after less than 2 months. Looks like the original. The original one it came with didn't last long either though. The tail with the new scrubber was sucked up by the polaris once lately, and that's when I noticed the wear, but I'm not sure if that could damage it to that point, looking smaller and thinner, and about to tear in half. The price for 5 pack of these foam type scrubbers were about the same as one original tail scrubber that was a Polaris part at a local pool supply company. Even if these lasted, I don't think theses scrubbers, original or not, do anything of significance of removing algae, but we have a fiberglass pool. The jet of water from the tip of the tail, and removing the leaf bag for a few days, can remove algae from the sides and steps (in our pool) AFTER super chlorination. If a scrubber works for your pool, rigging a small sponge on the tail might even work better than a scrubber. Good luck!

Q: Does this cleaner connect to return port on side of pool or have to have extra motor to run it

The Polaris 280 is a "supply-side" cleaner, meaning it’s connected to an auxiliary pump, so it’s driven by the water being pumped into the pool. This hose is too small in diameter for a "return side" cleaner.

Q: Isn't this just a pool noodle someone cut up?

No, this is a lighter material that is more porous than a pool noodle. It just keeps the tail from getting sucked up into the unit most of the time.
