Q: I have shelves with a very similar lip as the one in the photo. Now the photo looks like the the lock won't shut on that particular shelf am I wrong?

It locks well.. my shelves are the same.. my problem is that mine are freezer shelves and the plastic freezes and breaks if you try to open them.

Q: Can you open and move these around or are they permanent once locked? I want to be able to move them around shelves as needed.
