Yes, with the right epoxy resin. I used it on my wooden shed floor.

can this be used on walls by adding to the paint?

The chips may clump together if you add them directly to the paint. I would throw handfuls at the wet paint, and then coat the walls with polyurethane.

can this be used on countertops?

I’m sure it could, so long as the flakes are embedded in epoxy resin.
