These lamps are a complete unit and the lamps can not be replaced.

Can you shorten the wire that joins the light fitting to the junction box?

I would say no otherwise you make it unsafe especially in a kitchen or bathroom setting.

Yes it can. The cover comes off then you push the replacement bulb in easily changed!
