Q: can you ripe the boards in half

not sure if you are asking if it is possible rip the boards (yes- if you have the proper saw) or if the vendor would be willing to do that (they would need to answer that)

Q: looking at this to be the outside of a home chest 2x 2.5 x 5. How much would i need and how do u make it so shiny in the pic?

If you are putting it outside seal it with a heavy coat of polyurethane. If a cutting board walnut oil, or cutting board food grade wax that seals it but put a heavy coat on with a clean rag. Let it sit overnight then I use microfiber towel and buff it up to the shine. If it’s a new board 2 -3 coats and it will be totally fine.
