How long will the ice pack last if it's submerged in water over a period of time?

Depends on the temp of the water to start. Please Us these are terrible and leak all the time. Total failure.

For a 5 gallon igloo is 1 2lb kona enough or the 4 lbs?

I would suggest using 1 or 2 4lb icepacks.

How many times can you refreeze these before you have change out the water and blue additive? How mu h is the blue additive?

I bought the Ice Packs not long ago, so I didn't have to replace the blue additive. I actually don't think it has to be replaced because all the ice packs I already owned that are a different label made it through many years without exchanging liquid or additive. In the instructions it is recommended to add 2,5 cups of water with the provided additive. I did that and the water did not expand to more than half of the Kona Ice Pack. I added 1.5 cups more to the container and there is still a lot of room for more extension. The good thing about these coolers is that the ice in the package stays cool for much longer than the ones I bought long ago.

Received one with blue powder and one with white, will the white one work?

It will still work, just will not turn blue color.
