Q: Does the outside get very hot when you use the convection oven setting?

I have owned several, outside gets warm, I wouldn't say hot. I love this oven, not only does it do convection, but combo with microwave and cuts cooking time.

Q: Does this have racks on the inside?

No stationary racks. You get two round racks of two different heights. Metal. Removable.

Q: what are exterior diamensions?

24 3/4 wide X 14 7/8 H x 19 1/2 deep, Fits a standard microwave wall shelf. The advertise dimensions also calls this concern, but that is the shipping carton dimensions.

Q: Will a 13x9 pan fit inside?

Yes, I have a 9-1/2" x 13" metal pan that fits in the oven, and the carousel can turn without the pan hitting the sides. Of course I only use it with the convection overn.
