How do you use it for home canning lids.

It’s used to take the lid off your canning jars, it’ll fit regular and wide mouth. I have one and it works perfectly on Ball and Kerr type lids, not sure about Tattler.

Will it open Tattler or Harvest Guard reusable lids?

I have a vintage one of these and it's perfect for regular canning lids and especially great for Harvest Guard and Tattler Lids. I wouldn't be without it. I've had mine for 20 plus years!

Would this open 3 inch round cap

I have only used it to open all the mason jar lids and it works perfectly!

No. It does not damage canning lids. That's why I bought it.
