Does it really matter what gets plugged into where; monitor has dp and laptop has hdmi, i want to plug this into monitor and connect with hdmi cable.

It really DOES matter what is plugged into where. If you have a HMDI output on your laptop and a Display Port input on your monitor then you need a HDMI to DP adapter. The one here is the other way around and Will Not Work as is Clearly stated in the product description!

You plug the display port end into your pc (or whatever) and them plug an HDMI cable into the other end of the adapter. The other end of the cable goes to the HDMI port on your monitor (or whatever).

what is 2k (1440p)'s refresh rate?

Screen width has nothing to do with refresh rate. Normal rates are 60, 120, 59.9 (cinema). Depending on which ones your monitor will support.

Can I display my nintendo switch screen onto my laptop?

If your laptop has an HDMI input port and you switch has a display port then in theory yes. However I doubt that either has the correct port.
