Will it dissolve in cold water or milk?

Yes, but not always as well as in hot water. I usually dissolve it in a very tiny amount of hot water then add cold water/creamer and ice if I’m making an iced coffee and its perfect every time.

How many cups per jar?

About 25. Uses 2g per cup and there’s 50g in each jar.
