The ice cream cones in this play circle set have a flat bottom, however it is top heavy and will not stand on their own.

Are these soft or hard plastic (the kind that makes a lot of noise when dropped)?

Hi Rash. There is a mixture of hard and soft plastic depending on the piece. They will make some noise if dropped. Thank you.
