Q: It says to measure 4" above your knee to get the size, but i don't see a size chart. if my leg measures 23", do i order a large?

Not a chance. Too thin with too little support. I missed the deadline to return.

Q: Can these be washed in washing machine or must they be hand washed?

Have washed them many times in machine, with no issues, still work fine, I do not dry them in a dryer, usually air dry them.
