Does it come with the adhesive for the spray on liners?

It comes with 3M velcro strips. Not sure of how good it will stick to a spray in liner. It sticks to a painted surface very well.

Will this fit the new 2019 ram 1500?

It fits my 2018 Ram 1500; I recommend you ask a dealer if there has been any change from 2018 to 2019 in the truck bed measurements.

How does liner attach to the tailgate? I have a 2021 Tacoma.

The liner attaches to the Tail Gate with Velcro Strips provided with the purchase of the liner, the same goes for the liner attaching to the bed of the truck. The Velcro for the bed it is about 5” wide by 4’. The ones for the tail gate 1”-1-1/4” by 2-1/2”
