Q: The video shows a cross-bar to move the hose side-side when winding. Photos do not show this. Does the reel have it or not?

I have the 200 ft hose & the reel has no crossbar. It is easy to roll the hose with a little guidance from your free hand.

Q: Where is the Lot # for the registration requirement?

Lot# should be on the bottom of the rear leg cross member.

Q: Does the hub have rubber "0" rings ?

Don't know but it spins very easily and does not leak.

Q: Assembled dimensions, please. If I put this against the wall, how far will the handle stick out?

If you put the reel with the feet against the wall, the front feet come out 26 1/2". If you place it so that it unrolls parallel to the wall (hose connection against the wall) then the crank handle comes out 23 1/2". Hope this is what you were looking for. The reel and all components are of excellent quality, assemble quickly and should last a long time. I am very pleased with mine.
